Chainsaw Man author Tatsuki Fujimoto recently revealed the identity of the Fire Devil in chapter 204 of the manga, and fans are eager to learn more about this character. While that is bound to happen, it is also very likely that this isn't going to be the newest Primal Fear Devil, mainly because of the way those beings have been handled in the story and how they differ from this one.
That is because the Aging, Falling, and Darkness Devils have all been called a Primal Fear across the Chainsaw Man manga, and the fear of them is a lot more instinctual than that of the Fire Devil. Furthermore, this is the kind of information that Yoru, the War Devil, would have told Denji in the most recent chapters when they were fighting this enemy as well.

The Fire Devil is not going to be a Primal Fear in the Chainsaw Man manga: Explained

As previously stated, one element that author Tatsuki Fujimoto has consistently employed in every Primal Fear Devil is to have one character describe them as such, which has occurred with the likes of Aging, Falling, and Darkness. Moreover, when Yoru and Denji had a recent conversation regarding the Fire Devil, the former didn't claim that the latter was one, which she could have done given the degree of knowledge she has regarding these entities.
On the other hand, the concept of the Fire Devil itself doesn't lend to the idea of being a Primal Fear since fire is not an instinctual fear. It is something that could be considered a bit more "down to earth" and a lot less abstract, which fits a lot more with the other regular Devils of the series rather than these superior ones.
Furthermore, by having the Fire Devil take hold of Fakesaw Man, this seems more like Fujimoto's way of claiming that this character behaves like the more classic Devils of the series. Naturally, this is more of an assumption rather than strong evidence, but it adds to the notion of this overarching theory.

There is also the fact that Fujimoto could have considered fire as something that humanity stumbled upon by accident thousands of years ago and began to overcome its fear, especially considering how this element can also be used for multiple benefits, such as cooking or keeping oneself warm. Therefore, the origin of the Fire Devil in Chainsaw Man couldn't be considered primal, thus keeping it outside of this category.
Moreover, there is also Yoru's statement that this is a high-ranking Devil, meaning that there is a very good chance that it could still be quite powerful. This would make a lot of sense and would be a good compromise in this debate.

Chainsaw Man has a lot of details and lore regarding the rankings of the Devils, and everything suggests that the Fire Devil isn't a Primal Fear. However, fans can still expect this character to play a significant role in the coming chapters as well.
