Cricket Australia (CA), New Zealand Cricket (NZC) and England Cricket Board (ECB) have informed the BCCI and the IPL authorities that their players will miss the start of the IPL due to national commitments.

IPL 2020 is set to start from 29 March, but the English players will be available not before 1 April due to their Test series against Sri Lanka. The Kiwis and the Aussies are expected to join from 30 March, after wrapping up their international ODI series.

This is the main reason why Rajasthan Royals are starting IPL 2020 from 2 April. They have a plethora of players from these three countries; the likes of Ben Stokes, Steve Smith, Jos Buttler and Andrew Tye will only be able to join later.
