Hailey attended Bend's Mountain View High School. She initially played volleyball for two years before deciding to concentrate on getting a golf scholarship to a college. During her junior and senior years of high school, she participated in individual competitions and earned a spot in the Oregon 5A State Championships, graduating in 2012.

From 2012 to 2016, Hailey enrolled at George Fox University, a D3 Christian college located just outside of Portland. During her time there, she became the D3 National Player of the Year and was ranked nationally too. As a freshman, she entered the team as the sixth member and mostly competed in individual events. She started participating in teams during her sophomore year and by her senior year, she had earned all-conference, all-west region, and all-American honors, became co-captain, and won four events, including the Conference Championship.

In 2018, Hailey was working an event at TPC Scottsdale the day she turned professional, using the famed par-3 hole 16 to raise money for charities. At the event, she shot her first "hole-in-one," which she considers a positive omen for her professional start.
