GTA Online players without a Master Penthouse at the Diamond Casino and Resort can buy a maximum of 20,000 chips in one in-game day, which is equal to 48 minutes in real life. Those having a Master Penthouse can buy a maximum of 50,000 chips in one in-game day.

You do not require the Diamond Casino Membership to buy chips. However, you won't be able to spin The Lucky Wheel or play any of the games without it. Luckily, the membership costs only $500 in-game, an easily accumulated amount.
One Diamond Casino chip is equal to one in-game dollar. So, for example, to buy 20,000 chips, you will need to trade in $20,000. Note that upon buying the Diamond Casino Membership, you will get a one-time 5,000 chips reward and can collect a 1,000 chips bonus every day (real-life) from the casino.

You can buy chips in GTA Online from the CASHIER booth at the Diamond Casino shown in the image above. Stand near the window and press the prompted button to interact with the cashier.
