Sovereignty is the Stasis Sniper Rifle available in the Destiny 2 Episode Revenant seasonal loot pool. Out of the seven available weapons in Act I, this Adaptive Framed weapon is one of the few with a unique perk viable for weakening targets and dealing huge numbers in the endgame. The perk is called "Withering Gaze" and can currently only be used on four weapons.
This article lists the best perks of the new Sovereignty Sniper Rifle for PvE and PvP. Note that this is a Void weapon that cannot be crafted. Hence, all perks must be acquired from drops.

Sovereignty PvE god roll guide for Destiny 2
The perks recommended on the Sovereignty Sniper Rifle for PvE:
- Polygonal Rifling - for increased Stability on the weapon.
- Appended Mag - for increased Magazine size.
- Enlightened Action - for increased Reload Speed and Handling.
- Withering Gaze - for weakening the target after aiming the weapon for a short duration.
This is meant more as a support, as providing weaken-on-demand for your team should be considered in every scenario. However, if you want to use this weapon as a DPS, you can go for the combination of Enlightened Action and Precision Instrument.
Sovereignty PvP god roll guide for Destiny 2
The perks recommended on the Sovereignty Sniper Rifle for Destiny 2 PvP:
- Smallbore - for increased Stability and Range.
- Accurized Rounds - for more Range on the weapon.
- Discord - for increased ADS speed, Accuracy, and AE after kills with another weapon.
- Harmony - for increased damage and performance after kills with another weapon.
Desperate Measures can be a great damage perk as well. However, being an Adaptive Framed Sniper Rifle, the Sovereignty surprisingly lacks decent PvP perks.
How to get Sovereignty in Destiny 2?
The Sovereignty Sniper Rifle is a seasonal weapon from Revenant that isn't craftable. You must run seasonal activities, such as Onslaught Salvation and Onslaught Playlist, alongside the seasonal quests to get one of the seven weapons as a drop.
Additionally, you can craft the blue "Tonic of Weaponry" buff to get a chance at seasonal weapon drops from any activity.
