Rylan William Kissell is an American professional shooter. He began his shooting career at the age of 12 and has since become a member of the U.S. national team. Kissell attended Dakota Ridge High School in Littleton, CO, and is currently studying business administration at the University of Alaska Fairbanks, with a minor in history. He represents Team USA in the Men's Air and Smallbore Rifle events at the 2024 Paris Olympic Games, where he is ranked 39th in the 10m Air Rifle Men, 55th in the 50m Rifle 3 Positions Men and 13th in the 10m Air Rifle Mixed Team. He won the CRCA Rifle Athlete of the Year in 2021 and a gold medal at the 2021 Junior Pan-American Games.

In 2022, Kissell won a bronze medal at the ISSF World Championships in the Junior Men's Air Rifle team event, in 2023, he won the National Team Championship title. In 2024, he won a gold medal at the CAT Games in the Men's 10m Air Rifle category and a bronze medal at the Meyton Cup in the Men's 10m Air Rifle event. He won a gold medal at the World Cup and Continental American Championships. Throughout his career, Kissell has gotten a total of seven medals at the World Championships, including one gold, one silver, and five bronze medals. At the 2023 Santiago 10m Air Rifle Mixed Team event, Kissell won a gold medal with a qualification score of 630.1 points.
