There is only one way to get Cleffa in Pokemon GO—that is, by hatching Eggs.

The Cleffa Hatch Day event on April 28, 2024, will focus particularly on this Pocket Monster, thereby giving you a much higher chance of finding it from Eggs. Cleffa is going to hatch at a boosted rate from 2 km Eggs, and you will also receive bonuses for participation. The event will last from 2 pm local time to 5 pm local time.
