Cristian Javier was born to parents Trinidad Misses and Cecilio Javier in Santo Domingo, Dominican Republic on March 26, 1997.

When Javier was sixteen years old, he started pitching at the maximum velocity of 86 mph (138 km/h). Despite having a reportedly low velocity, his fastball caused batters to whiff substantially, and he threw with astounding command and control. His speed increased with every additional training session. Soon after, Javier and the Astros agreed to a contract worth $10,000 in 2015. Javier had his first professional season with the Dominican Summer League Astros, going 4–0 over 42 1⁄3 innings with an ERA of 2.13. He spent the 2016 season with the Greeneville Astros and Gulf Coast Astros, pitching 51 innings with a 4-2 record and a 2.29 ERA, he struck out 66 batters.

He played in 14 games (nine starts) with the Tri-City ValleyCats, Quad Cities River Bandits, and Buies Creek Astros in 2017, compiling a 3-0 record with an ERA of 2.25. The following season saw Javier pitch for Quad Cities and Buies Creek, where he went 7–6 with an ERA of 2.70 and struck out 146 batters in 110 innings. He began the 2019 season with the Fayetteville Woodpeckers and was promoted to the Corpus Christi Hooks later. He was again promoted, this time to the Round Rock Express. In 26 games that season (18 starts) over three organisations, Javier was 8-3 with a 1.74 ERA, striking out 170 batters in 113 2⁄3 innings. Following the 2019 season, the Astros added Javier to their 40-man roster.
