#3 - Todd Bowles
The issue might not be the offense at all. The Jaguars could just need a more defensive-minded head coach, who definitely isn't Urban Meyer, to help shore up that side of the field and hire a more capable offensive coordinator.
Todd Bowles is one of the hottest defensive coordinators in the entire league and has the Tampa Bay Buccaneers churning out wins and stopping the run better than most other teams.
Bowles did coach the New York Jets from 2015-2018 and didn't see much success, but the Jets have always been a mess, to begin with. Bowles wasn't put in the right place to lead that team out of the depths of the AFC.
It's been four seasons since Bowles was head coach, and he could bring his defensive prowess to help the Jaguars out for the future.
#2 - Raheem Morris
Another good option to consider replacing Urban Meyer is defensive coordinator for the Los Angeles Rams, Raheem Morris. Morris turned the Rams into one of the strongest defensive units in the league.
The Rams defense hasn't been perfect this season, but they are still a solid unit all around thanks to Morris' efforts.
Morris could bring a new style of coaching as well, as he is on the younger side of things. He is currently only 45 years old, and would be one of the younger head coaches in the league.
Sometimes older coaches are resistant to change. Morris could be the man to bring the Jaguars back into AFC contention, as Urban Meyer has essentially given up.

Eric Bieniemy is going to be one of the hottest names for coaching hires once this season wraps up, but he could very well want to end up where he can have full control over the roster and head coaching duties.
Bieniemy has turned the offense of the Kansas City Chiefs into one of the most dangerous units in the league, and that could be exactly what the Jaguars need, as Urban Meyer is not that person.
Bieniemy could be enticed more to leave the Chiefs if he were given the keys to the kingdom, so to speak. The Jaguars need a roster overhaul, but are looking at a mountain of picks and cap space next season.
Bieniemy would be able to pick a more competent team.
