Arashi Umeya is a fictional character in the popular manga and its anime adaptation, the Naruto series, written and illustrated by Masashi Kishimoto.

Arashi is a character in the Naruto series that appeared in an OVA (Original Video Animation) of the Naruto series with the title, Chunin Exam on Fire! Naruto vs. Konohamaru. He was a genin-level shinobi in the OVA belonging to Sunagakure, also known as the Village Hidden in the Sand.

Very little is known about his childhood and past other than the fact that he is shinobi from Sunagakure and participated in the Chunin Exams in the OVA. He proved himself to be a capable shinobi and managed to get qualified for the final round of the chunin exams. Unfortunately, the details about his match, like who he fought or who won that match, are unknown to this day.
This is the only instance Arashi ever appeared in the anime. Based on this minimal appearance, Arashi is believed to be alive until any additional piece of information comes to light suggesting otherwise. Arashi is just a part of the Naruto anime and does not appear or receive any mentions in the Naruto manga, making him a non-canon character in the series.
Due to his lack of appearance in the series and any related information, almost nothing is known about Arashi’s personality or true nature.
Arashi is a tall young guy who wears a white turban, which is a common outfit in Sunagakure, over his spiky brown hair. His attire consists of a long black cloak, grey pants, and a dark brown vest with a matching face mask, paired with standard Shinobi sandals and a Sunagakure headband. He also carries his weapon strapped on his back.
Although Arashi is a genin-level ninja from the Hidden Sand Village, close to no information is available about the skills and abilities he possesses. Based on his limited appearances in the series, it can be deduced that Arashi fights with a scythe attached by what appear to be electrical wires to metal spikes. Arashi can produce lightning through the metal spikes.
