Karatachi Yagura was the Fourth Mizukage of Kirigakure and the former jinchūriki of Three-Tails, Isobu. During his reign as the Mizukage, his contributions led to an era where Kirigakure was renowned as the “Bloody Mist”.
His legacy in the shinobi world is a very dark one and he was viewed as a monster even years after his death. The citizens’ hatred for him lived on even as Kiri continued to urbanize and developed a more peaceful relationship with the rest of the world. His descendants were mistreated for his reputation.

As a child, Yagura took part in the village's brutal ritual where the Academy students were forced to kill each other to graduate. Later, the Three-Tails was sealed within him and he learned to fully control its power over the following years. Being the strongest shinobi during his lifetime in Kirigakure, Yagura was appointed as the Fourth Mizukage and he united various islands of the Land of Water under his reign.
At some point, Yagura joined the hunter-ninja to battle against the Akatsuki when they infiltrated the Land of Water. When the unit was annihilated by the Akatsuki duo, Yagura transformed into version 2 of the tailed beast form and killed Jūzo Biwa. Later, he was immobilized by Itachi’s Amaterasu and the latter fled after it.
Around this time, Tobi took control of Yagura and the village after claiming to be the “masked Madara”. Yagura, under his manipulation, became a criminal exploiting the weak, collecting money from them, and developed zero tolerance against any dissent in the village, which ultimately led to the village being known as the “Bloody Mist”. He commended Kisame for killing a traitor like Fuguki Sauikan who leaked intel to the other villages and later, it was revealed that “masked Madara” was manipulating the Mizukage.
Eventually, Ao released Tobi’s genjutsu, which ultimately had a fatal effect on Yugara. Before the commencement of the joint Chūnin Exams, Kiri was still grieving over their former leader’s death.
Before his death, Yagura sired a child who went on to have Kagura after many years.
Yagura was reincarnated by Kabuto Yakushi to battle against the Allied Shinobi Forces, where he was mobilized alongside other jinchūriki.
On the second day of war, Tobi had turned the reanimated jinchūriki into his own customized Six Paths of Pain, who later confronted Killer B and Naruto. Yagura narrowly escaped from being sealed in Killer B’s technique by transforming into Version 2 of the tailed beast form. He also showed off his ninjutsu skills while battling Naruto and B.
Later, Yagura was forced to transform fully into Three-Tails when Tobi decided to go all out on Naruto. He joined other jinchūriki to unleash a combined Tailed Beast Bomb which was deflected by Naruto’s Tailed Beast mode. The same attempt was diverted again by the opposing forces.
Yagura met Naruto when the latter penetrated into the joint consciousness of the tailed beasts. He thanked Naruto on the others’ behalf and was soon shocked by his tearful reaction to assuming Yagura as a child. Soon after, he introduced himself and his tailed beast Isobu and granted the beast’s chakra along with other jinchūriki present inside the tailed beast’s consciousness, before getting swallowed inside the Demonic Statue of the Other Path.
Yagura was released into the afterlife when the reanimation jutsu was undone by Itachi Uchiha. As he descended towards the light, he waved Naruto and Killer B goodbye.
Yagura is shown to be very formal, outspoken and contained in a diplomatic manner. He is also exuberant and has a defensive side, as seen during his outburst against Naruto’s tearful reaction thinking he was weaker and younger than him.
He holds pride in his accomplishments as the Mizukage and his distinguished personality. He is very talkative and curious at times when he breaks out of his formality.
Yagura became a tyrant under Tobi’s genjutsu and instilled fear throughout the village. He committed various atrocities having no tolerance against the traitors to the village. He was ruthless in battle and quickly transformed into Version 2 of the tailed beast when fighting against a dangerous opponent.
Yagura was short in height during his young adult age. He has messy, gray hair which fell over the right side of his face and spiked up on the left.
He has pink pupil-less eyes and a scar ran from beneath his left eye all the way down his cheek.
He wore short-sleeved mesh armor and a green poncho, as well as a gray sleeveless shirt with the Kiri forehead protector sewn into the front. He also wore brown boots, a matching green apron over his pants and a turquoise belt around the waist.
He carried a club with uneven-sized hooks with a green blossom on the larger end.
Yagura’s mighty prowess led to him becoming the Fourth Mizukage. He mastered the Three-Tails’ power at a very young age, and was able to fight against Itachi and Jūzō, two of the Akatsuki members, killing the latter and nearly killing the former.
Yagura was frequently seen carrying a club with a green blossom with unevenly sized hooks which suggested his bōjutsu prowess. He was depicted utilizing his club to repel jūzō Biwa’s attack with Kubikiribōchō.
Yagura was shown carrying both the Sharingan and the Rinnegan, one of Tobi’s Six Paths of Pain after his resurrection. He was able to fight more skilfully and precisely because of the Sharingan’s perceptual and predictive visions and the Rinnegan’s shared field of vision ability.
Yagura was able to use the Summoning Technique just like the other Kage, albeit it is unknown what he was able to summon.
Yagura was able to produce water mirrors that can reflect assaults by incorporating his enormous hook-ended club into his Water Release ninjutsu.
By spinning the mirror 90 degrees, he caused the reflections to emerge and materialize from the mirror to collide with the reflected targets. These reflections successfully fend off all attacks since they employ the same method as their counterpart, irrespective of their kind. However, the reflections disappear into the water upon touch.
He was also skilled in Wind Release and could quickly clear a dense fog with a powerful gust.
Yagura was granted enormous chakra and stamina being the Three-Tails’ jinchūriki. He was among the few who mastered their respective tailed beast power.
He demonstrated a partial Three-Tails transformation. Furthermore, Yagura changed into his Version 2 form to avoid being sealed by B’s clone. As a result, he was able to use the Tailed Beast Bomb, the final move of the Tailed Beast.
Yagura’s mastery over this form was powerful enough to survive Itachi’s Amaterasu, albeit he was left severely injured.
He was able to perform Coral Palm in this form which causes coral to grow on any surface he chooses on his opponents. It restrains their movements and eventually immobilizes them.
When fully transformed into Three Tails, Yagura was able to move with high speed and force by simply curling himself up into a ball. Even with a small capacity Tailed Beast Bomb, Yagura is able to harness his full power into a single spot where he can fire to cause severe damage.
(To Kisame) “I can trust you because of who you are, Kisame. For the sake of our nation and village, you’ve done our dirty work. And additionally, you’ve followed through on traitorous assignments. You’re well aware this world is full of lies and deceit.”
(To Naruto) “Welcome! I thank you on behalf of all of us jinchūriki and tailed beasts! I’ve wanted to meet you, Naruto Uzumaki!”
(To Naruto) “I’m the former Mizukage! And I was really distinguished! I’m an adult too!”

A. After Ao released Yagura from Tobi’s genjutsu, it ultimately proved fatal for him. Before his death, his life was once endangered when Zabuza Momochi attempted to kill him by performing a coup d’etat.
A. Following the Three-Tails’ revival after being “killed” in Rin Nohara, the beast was sealed within the young Yagura who soon mastered the beast’s power.
A. Yagura was ruthless in battle and he became even more merciless under Tobi’s genjutsu, when he committed various crimes which earned his village the title, “Blood Mist” under his reign.
