The Los Angeles Rams put forward their proposal at the NFL owners’ meeting to have roughing the passer flags to be able to be challenged/reviewed and replayed has not been approved.

Last season there were a host of questionable roughing the passer calls on quarterbacks as the league looks to make the game as safe as it can be.

But there is a need to be able to review the calls and possibly look at replays to determine if the 15-yard penalty is worth the hit. When news broke that the NFL did not approve of the Rams' proposal, one NFL fan took to Twitter to vent their frustration.

"Joke, keep rigging the games."

This fan wasn't alone in their thoughts as other fans gave their two cents on what many thought was an easy decision to make.

It appears that most NFL fans are in agreement over the league's reluctance to make roughing the passer calls reviewable. They aren't happy and many feel that the game could be better for it.

We saw a number of what some have called "soft" roughing the passer calls last year, but it is clear that the league remains steadfast in its ability to protect the quarterback.

Why did the NFL not approve L.A. Rams' roughing the passer proposal?

While it is hard to guess exactly why the league chose not to be able to challenge roughing the passer calls, it could boil down to one simple thing. Player safety.

With so much centered around concussions in the league, it feels like the NFL is doing everything in their power to keep players safe. If that means allowing the roughing the passer calls to stand, then that is what it takes.

Fans might not be happy with some of the "soft" calls on quarterbacks. Also, the 15-yard penalty is quite severe if there is minimal contact, with the NFL clearly trying to make the game as safe as it can be.

But as Rams fans have stated, allowing the calls to be reviewed could be good for the game, but for another year at least, they will have to put up with the roughing the passer calls not being reviewed.
