You can find these white frogs by growing tadpoles in warmer biomes. As long as the tadpole grows up in a jungle, badlands, desert, savanna, warm ocean, or even in the Nether, the tadpole will grow into a white frog.
Like most baby animals in Minecraft, tadpoles will not drop anything on death. You will not even obtain experience for killing tadpoles.
