Josh Proctor enrolled into Ohio State University in 2018 and committed to play for the Buckeyes. Proctor was at Ohio State for six years, appearing in 43 games. Proctor was named Third-Team All-Big Ten in 2023 for his outstanding performance. In 2021, Proctor suffered a gruesome leg injury against Oregon in week 2. He was out the rest of the year due to a compound fracture and had surgery. He played the most snaps of his career in 2023 with 625, according to Pro Football Focus. He primarily lined up as a free safety but also spent a good amount of time as a slot cornerback. His impressive coverage skills were evident in 2023. He only gave up 16 completions on 32 targets for just 193 yards (via Sports illustrated). PFF gave him a grade of 77.9 for the 2023 season.
