The 2025 NFL Draft prospect joined the NSU Spartans football program in 2019, where he played for three seasons before transferring to Virginia Tech. During his time at Norfolk, Felton appeared in 23 games, recording 67 receptions for 1,065 yards and nine touchdowns as per his college roster. In the 2022 season, he caught a 90-yard touchdown against James Madison, tying for the third-longest reception among NCAA FCS players that year. Felton was also named to the All-MEAC Second Team and earned MEAC Offensive Co-Player of the Week honors. Felton transferred to Virginia Tech in 2022, where he started all 25 games he played.
