Halliburton was born on February 29, 2000, in Oshkosh, Wisconsin, United States. He attended Oshkosh North High School, where, as a senior, he averaged 6.2 assists, 5.1 rebounds, and 3.5 steals per game, as per his college roster. He was named a three-star recruit by 247sports, ESPN, and Rivals; and was ranked a top-150 player nationally, and the fourth-ranked player in Wisconsin, according to 247sports. Haliburton went to Iowa State University and played two years for the Iowa State Cyclones men's basketball team. As a Cyclone, he averaged 10.1 points and 4.4 rebounds per game before declaring himself for the draft.
Haliburton was selected by the Sacramento Kings as the 12th overall pick in the 2020 NBA draft. He spent two seasons with the Kings before joining the Pacers for the 2021-22 NBA season.
