Nicknamed "Scary Terry,” Rozier's basketball journey began at Shaker Heights High School in Ohio, where he averaged 25.6 points, 6.5 rebounds, 4.5 assists, and 4.7 steals per game as a senior. Later he played at Hargrave Military Academy, averaging 29.3 points, 7.8 rebounds, and 5.6 assists while leading his team to a 38–8 record. He was named the 2012 Kentucky Derby Festival Basketball Classic MVP.

For college, Rozier committed to the University of Louisville, where he played for two seasons and averaged 12.0 points, 4.3 rebounds and 2.4 assists per game. The Boston Celtics selected Rozier with the 16th overall pick in the 2015 NBA Draft. After four seasons with the Celtics, Rozier was traded to the Hornets.

In the 2022/23 season for the Charlotte Hornets, Rozier played 63 games and averaged 21.1 points, 4.1 rebounds and 5.1 assists per game.
