Downs was born in Suwanee, Georgia, on August 12, 2001. Josh attended North Gwinnett High School where he recorded 187 catches for 3,019 yards and 32 touchdowns throughout his high school career. He was chosen to participate in the All-American Bowl in 2020. He committed to play collegiate football at the University of North Carolina in Chapel Hill after his high school.

Josh Downs’ father, Gary McLinton Downs Jr. is a former NFL running back. He was drafted in the NFL in the 1994 Draft by the New York Giants. He went on to play for the Denver Broncos, New York Giants, and the Atlanta Falcons. He ended his NFL career in 2000, playing for the Atlanta Falcons. Gary Downs is currently the Recruiting Coordinator and running backs coach at East Tennessee State University.

Josh Downs’ maternal uncle, Donald André Bly is also a former NFL player and was drafted in the 1999 NFL Draft by the St. Louis Rams. He had a 12 year long career in the NFL and was last working as the cornerback coach for Tars Heels. Donald André Bly has played for teams like the Detroit Lions, Denver Broncos and San Francisco 49ers too. He is also an inductee in the College Football Hall of Fame in 2014.
